Ville de Luxembourg: Governing Microsoft Teams Across 3,500 Users

Challenge

Ville de Luxembourg (VDL), the capital city’s municipal government, manages IT infrastructure for 3,500 users across multiple departments. The IT team rolled out Microsoft Teams to 1,000 users within twelve months as part of a broader cloud adoption initiative. The speed of adoption created governance concerns that threatened to stall further expansion.

Government entities face stricter requirements around data handling, access control, and audit evidence than private-sector organizations. VDL’s IT department could not answer basic questions from senior stakeholders: How many teams exist? Who created them? Are any teams sharing data externally? Are abandoned teams being cleaned up? Without clear answers, internal discussions about expanding Teams adoption to the remaining 2,500 users stalled.

The native Microsoft 365 admin tools provided some data, but lacked the consolidated reporting and automated lifecycle management that VDL needed to satisfy governmental oversight requirements. The IT team evaluated three governance platforms before making a decision.

Solution

VDL selected Rencore over two competing governance platforms after evaluating all three against their specific requirements for Teams governance, lifecycle management, and compliance reporting.

Rencore connected to VDL’s Microsoft 365 tenant and provided immediate visibility into all existing teams, including creation dates, owners, membership counts, and activity levels. The IT team established automated monitoring for new team creation, receiving alerts when teams were created outside approved processes.

For user lifecycle management, Rencore automated the detection of orphaned teams (where the owner had left the organization) and inactive teams (where activity had dropped below configured thresholds). Results

VDL completed its initial rollout of 1,000 Teams users within twelve months and gained the governance evidence needed to continue expanding to the full 3,500-user base.
