It reduces governance efficiency by forcing IT teams to spend time locating, securing, and cleaning up resources that lifecycle rules would have prevented, and by hiding oversharing and unused licenses inside the accumulation nobody reviews.
Every Microsoft 365 tenant that grows also sprawls. Teams get created for a single meeting and never archived. A Microsoft 365 Group spins up a SharePoint site nobody asked for. Power Automate flows outlive the project they were built for. None of this is a defect in the platform — it is the predictable output of self-service provisioning running without lifecycle rules attached.
The governance cost of that sprawl is not the clutter itself. It is what the clutter does to IT’s time. Gartner’s market research on Microsoft 365 management tools finds that content sprawl, oversharing, and data loss are the biggest deployment challenges organizations report, that 25% find M365 difficult to support, manage, and govern, and that only 5% achieve maximum value from their investment. Inventory what has already accumulated
Build a continuous inventory of teams, SharePoint sites, Microsoft 365 Groups, Power Platform apps and flows, and license assignments across the tenant. Sprawl proliferates through multiple endpoints, including resources Microsoft 365 creates automatically (a Group creating a SharePoint site, for example), so a one-time export understates what is actually there.
Tip: Treat the inventory as a live feed, not a spreadsheet snapshot. Anything refreshed manually is stale before the next review.

Quantify the efficiency cost, not just the resource count
Break the cost of clutter into four categories: financial (unused and duplicate licenses, users on E5 who only need E3), productivity (people who cannot find the current version of a resource), maintenance (specialist IT time consumed keeping sprawling environments running), and compliance (confidential or personal data buried in workspaces nobody is tracking). Counting resources tells you sprawl exists; costing it out tells you why governance is slow.

Isolate the highest-impact targets
Flag resources with no recent activity and no valid owner. These two categories concentrate most of the wasted license spend and most of the compliance risk, so cleaning them up first returns the most efficiency for the least effort.

Review inactivity on a recurring cadence
